I get MSVCP70.dll not found and Norton does not work because of it. Is it a Norton or XP problem?

How do I get it back and where is it located

Do you have pc anywhere installed?

you need to have the .NET Framework installed. Norton should have
installed it for you if you used the retail CD to install the product.
Try reinstalling.
