On-line Bookmark Management

I have used sites that contain a feature, for the user to
create/save/maintain their favorite urls etc. via an indexing type format
(ie. "MyWay.com")

My question is how does one go about creating such a module for their own
personal webpage? I know there are a few other sites offering management of
etc. FOR you, but I would like to create my own on our family web site.

I want to be able to edit, add, delete from our web page where ever we may
be visiting it from (not requiring me to edit via Frontpage).

That kind of programming is nothing an average user can do. However if
you are very good with ASP(NET) or PHP you can ask in a newsgroup
devoted to your favorite programming language.
