Database(?) Web Site + Content Management

I've been using FrontPage for 20 clients of mine and it's been great. The
primary company I work for wants me to do 40 additional sites that all look
the same...but they want the managers at all 40 sites to be able to enter and
add their own content (and for these 40 sites to have their own domain names).

It appears I need a Content Management System, plus some way to create the
same web site template once and have it uploaded to 40 times to the different
domains. I'll still need to maintain adminstrator control in case the
individual managers have problems that I'll need to fix.

Can someone point me in the right direction of what I'll need to learn to
accomplish this type of work?
