On Laptop "Fn+Volume Up" has no effect

On my Samsung laptop, I used to press "Fn+Volume Up" to tune the system
volume. Vista correctly installed the driver needed for this which called
ATK100 with a program Hcontrol.exe. When I tune volume I discovered that it
only affects the volume of HCONTROL, not the overall system volume. This
HCONTROL volume affects absolutely nothing. How can I set system volume with
this thing?
 
The same problem with Acer's tabletpc.
I cant undesrstand why they are inventing bicycle instead of using standart
keyboard codes for volume turning.

How do you know about this HCONTROL?

If you have a recent laptop, it might be worth you looking to see if there
is an updated BIOS for it. The recent BIOS versions for my motherboard have
an option to turn on 'Vista sound' on the onboard sound chip.

Its okay on my Acer laptop. All my hotkeys work.
