replies to messages take on the attributes of teh message received. My
'default' settings include no stationery using HTML format.
Issue #1
Some received messages use a colored background, when I reply that colored
background is used in the reply, which makes my text almost impossible to read

Issue #2
If the received message was sent as plain text, my reply is generated as
plain text.

Are these issues "just teh way it is" or is there some change I can make so
that my replies follow my preferences, not the senders?

This is how it is - outlook always uses the same format for replies. You
can change the format after hitting reply or enable the 'read as plain text'
option. (You'll be able to convert any single message back to html by
clicking on its infobar.) In 2007, this option is on the Tools, Trust
center, Email Security dialog.
