Old icon look and lines around toolbars

I had my password reset by my account administrator, manually shut down my
computer using the button on the machine, and when it restarted, MS Office
looked different.

The icons look as if they are from an older version and there is a thin
dotted line around each toolbar. ITS say that this happens occassionally and
they don't know how to fix it. Any ideas?

If you powered off your PC without shutting down properly (Start > Shutdown),
you may have corrupted your toolbar.

Close Outlook. Unhide hidden files/folders. Make sure you unhide file
extensions for known file types. Do a search for outcmd.dat and delete it. It
will recreate when you open Outlook.

I did that and it didn't fix the problem. It's not just happening in Outlook,
though. It's the same for all MS Office applications: Word, etc.

It's also not just toolbars. The checkmark icon, important and low arrow
indicators, and the mail, calendar, contact, notes, tasks, and folders icons
all look like they are more dated than Office 2003, but obviously there is
only 2003 installed.
