OL2003 upgrade sends but won't receive emails?

Upgrading from OL2002/OfficeXP to OL2003, emails can be sent successfully.
However, receiving new emails from my ISP mailbox or my MSN Hotmail account
does not function, as it did in OL2002. No error messages appear or are
logged. Is there a new security setting I've overlooked that opens up the
access?

You cannot upgrade Outlook. It is a completely new installation and cannot be
installed in the same default MS Office folder as Office XP. Did you upgrade
all of Office? If not, you must do a custom install of OL to a diff default
folder so you don't corrupt the common folders for XP. If you have already
corrupted the folders, you must uninstall both Off XP and OL and start all
over, installing Off XP first. You will not be able to use Word 2002 as your
OL 2003 editor, since version must match. BTW, how do you know OL actually
sends your messages and they are received?

Thank you, this wasn't the problems but thank you. I DID do a total upgrade
of Office 2003 Pro. I have now experienced success for not obvious reasons
after verifying my ISP's OL setup instructions and parameters. I DID reduce
an internet zone security setting. However, subsequently shutting down
(completely) and starting up again, the messages are being received from both
accounts. Thanks again for your response and advise.

RE: my previous reply, we use Web OL2003 for our office email and sending
"TEST" messages, sending from the "broken" OL2003 were received in work email
Quickly. The sent messages from work got to the hotmail and ISP mail boxes,
but were never picked up by OL2003 doing send/receive several times. Sorry I
forgot to state this earlier.
