OL2003 - Cannot read HTML messages properly

I have a site with 3 computers running Outlook 2003. An HTML message was
sent to all 3 computers, but it only appeared properly on one. The other two
show strange characters, and a message at the top saying Plain Text. The
graphic logo at the top is shown in a file attachment as a JPG file.
However, the setting to show HTML messges as plain text is NOT checked. I
also tried to turn off the option to not allow HTML or only allow it from
trusted senders. No better. What else am I missing? Thank you.
 
The top line gives the title of the message and ends with
Message (Plain Text)

Another e-mail in the Inbox when opened says
Message (HTML)

Very strange. Why would this message with a logo image not be displayed
properly? The logo image is actually put into an attached file.

But there is no Infobar underneath the header of the message telling about
the conversion to Plain Text? Then it isn't Outlook converting the message.
Check the settings in your security suite software or better yet; disable
the mail scanning feature completely.
