OL03: Adv Opts Add-In Manager/COM Add-Ins disabled--why?

On my Outlook 2003 Options|Other|Advanced Options panel, both the Add-In
Manager and COM Add-Ins buttons are disabled. Why? How can I re-enable them?
Is there some registry/policy setting somewhere? Where?

Not intentionally, that's for sure. It didn't ask if I wanted to start that
way. It did ask about which mail profile to use. It starts from a link in my
startup that I didn't put the safe mode command flag on.

Revisited this morning and no hint of it being in safe mode. Anybody have
any more thoughts?!?
