When creating a new mail message, Is there a way to make
the Voting Options in Outlook XP a default? Such that you
don't have to click Options each time and select Voting
Buttons.

Yes. Create the form or template and then make it your
default form. SlipStick has more detailed information:

Create a voting button message, then save it (with WordMail turned off) as
an .oft file. You can then reuse it anytime.
