OL 2003 problems conecting to pop3 server

After having to reformat hd,and re-installing 2003 and setting up email
account as was before and working fine,now i am not able to send/receive.
Every time I try and send a message i get a box appear "enter network
password" asking to input my user name and password.Clicking ok it just
pauses and comes up again,if i cancel get reported error (0x800ccc92)your
email server rejected login,and server responded :-err cannot connect to host

this is the message i get when i try to log on with outlook exp

rejected. Account: 'pop.virgin.net', Server: 'smtp.virgin.net', Protocol:
POP3, Server Response: '-ERR Cannot connect to the host', Port: 110,
Secure(SSL): No, Server Error: 0x800CCC90, Error Number: 0x800CCC91

However I am able to pick up my mail from my ISP web site
This has me very confused and really need some advice in simple terms please

Have you checked your ISP website for help? Have you called them for
assistance?

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.

After furious head scratching, markt asked:

Yes I have checked all details and my ISP confirms everything is ok,they
advised me to delete then add my email connection but this did not work

Are you sure you're using the proper username for your POP3 account? Try
using your full email address, and if that doesn't work try just the part
to the left of the '@'.

You can read your mail on the ISP web site because that uses a totally
different set of Internet protocols...

I have had all details confirmed with my ISP, and have tried adding my full
email address and it still does the same.

well after trying many things decided to deactivate my firewall(norton),this
made everything work, so is this a compatability issue?

No. It sounds like the firewall was doing its job: blocking access to the
Internet. Add Outlook as a trusted client to your firewall settings.
