OL 2003 - cannot log onto POP3 server or send test message

While trying to correct a minor problem with my email account, my ISP advised
deleting the account then re-adding. Foolishly I followed the advice. Now I
cannot send a test message or log onto incoming mail server -- and have big
problems instead of a small one. (FYI - ISP walked me through re-adding
account info 3 times.)

ISP now advises disabling firewall and virus protection, re-adding account
info (Tools/Email Accounts/View or Change Existing etc), then re-enabling
firewall and virus protection again. If that doesn't work, "Call Microsoft."

I'm running Windows XP and Norton Anti Virus. Also have wireless Internet
access that may include firewall.

Is my ISP giving me the correct advice? Or is there another way to correct
this problem? Where can I find more information about disabling virus
protection?

could you post the whole error message. Maybe we could help you with the
error information!

Here are the error messages I receive when testing the account settings:

Log onto incoming mail server (POP3): Outlook could not connect to the
incoming POP3 mail server because the server did not accept your user name or
password.
Send test email message: Unable to sent test message. Please verify e-mail
address field.

The user name, password, and email address are correct, as is the POP3
server information. I've tripled checked them. FYI - I'm running Windows XP,
Service Pack 1.
