.oft attaching itself in new email

when clicking on an .oft template it is attaching itself into a new email. i
cannot open the actual template... it just attaches itself to a new email.
if you try opening that attachment in the new email, then it just attaches
itself to another new email. it keeps going and going... any suggestions?
