If the original message in plain text, the forwarded message will be as
well. Outlook always uses the format of the original message for replies
and forwards.
No, you cannot control the format of the messages that people send you that
way. If you have Outlook 2002 or later, you can configure Outlook to
receive all messages as plain text, but you cannot convert everything you
receive to HTML
