office outlook administrator stops the links in my e-mails.

when i receive e-mails with links on the pages i try to connect to that page.
a dialogue box appears requsting me to check with the administrator. i am the
only user on this computer. i upgraded from office 2000 to office 2003. the
problem did not exist on office 2000.

the missing registry key. I have been trying for months to cure the problem.
i'm very greatful for your help
