We are restricting application access for students by using the policy
setting to only allow permitted applications. MS Office is one we want to
permit. Although the apps work, we can't get the Windows or Office Help to
run.

Any ideas?

Did you permit .hlp .chm and .hta type files to run?

- The designated file types list is shared by all rules for each
configuration. The designated file types list for computer policy
settings is different from the designated file types list for user
policy settings.
