Ok i'll once again I have to solve my own problem!

DHTML Editing Control for Applications is a redistributable component
that is available for Windows Vista to enable compatibility for MS
Access 2003, and other applications which previously relied on this
control in Windows XP and Windows 2003.

Could be onto something..?

Microsoft removed HTML editor from IE in vista. ,for security
reasons ..the
only problem is that other applications use a HTML editor !
..but wait a minute dosen't MSaccess use this?

Anyway this 'application only version' works and fixes the problem..
