I created business cards and forms using publisher- can I use publisher
templates in frontpage to develop web pages?
 
Possible yes, recommended not

Many of the pretty stuff will be converted to Vector Markup
Language, which can only be rendered in IE. Non IE users
will get a lower grade gif image
The html code is atrocious with alot of bloat
