OEM XP PRO Clean install; "No OS Found" on boot CD

When I reboot with the OEM XP Pro CD in the drive my
computer gives me a no ON on disk error.

I have had this before with other Windows disks (upgrade
only), but did not expect it from a Full Installtion, OEM
disk.

The machine will boot other bootable CDs (e.g. Maxtor
Diag CD)
 
If your computer will boot to other CDs, something must be wrong with
the CD that will not boot.
All retail full and upgrade Windows XP CDs are bootable, so the issue
refer to before also has a problem.
Perhaps the problem is with the drive.
