OEM License Legality...?

As it says in the OEM Licensing agreement, OEM copy of
Windows is legally MARRIED to the hardware.

My Questions are:
#1: Why am *I* required to purchase H/W along with it when
I buy a copy from place like Newegg.com?

#2: When I purchase the OEM copy and the required H/W (at
Newegg the 'required' H/W is free with purchase of MS OS),
is the OEM married to THAT component(s), or the actual
complete system it's installed on?

#3a: If it's married to the single little piece of H/W, I
shouldn't have to buy a NEW license when I throw away the
OLD system and TRANSFER it on to the new system, as long as
I keep the single little piece of H/W that came from Newegg
with it. Right?

#3b: If it's married to the system I install it on the
first time, WHY was I even required to buy ANY H/W from
Newegg just to get the OEM license?

it's a very common practice which meets the minimum legal requirements
