There is a solution...that is to stop manufacturing and
distibuting what is known as the "OEM Version". Other than
that there are no policies since Microsoft does not really
enforce them because there are several known ones that are
in existence (i.e., available for public viewing) and then
there are others that are based on contractural agreements
through sales reps, distribution channels, and so forth.
These are under NDA's.
Looking back into the days of MS-DOS, the retail version of
Windows XP sells just as skimpily as the OEM version. Back
in the 1980's, before the sales reps started pushing OEM,
there were thick manuals, instruction books, guides, etc.,
plus a few other goodies in addition to the floppies.
