OE6 - account/password

Outlook Express 6 - Two problems, which may be connected.
Whenever we try to send/receive mail we are prompted for passwords, which we
don't know. I would imagine that we should be able to manage our email/news
group accounts and set/remove passwords, but there is no 'accounts' option
under 'tools'.
Having looked over several other discussions notes we have tried to edit the
registry - but no results alas.
Has anyone any ideas how we can manage our accounts, and remove the password
pop-ups, without access through tools?

Windows version? Is the machine fully patched at Windows Update?
There is no 'accounts' option under 'tools'.

The KB Article is written from the viewpoint that you want to disable it.
Locate the value No Modify Accts and change the value to 0 (zero). Close
and reopen OE.

It should be the same password that you use when accessing the mail account
at the online page.
