OE toolbar locking

Hello,

Does anyone know how to lock the oe 6 toolbar? I've
searched forever it seems to find something on it and
still nothing. Any help would truly be appreciated.

It doesn't lock like the IE6 toolbar.

There is no lock feature for the Outlook Express toolbar.
