OE Time Warp?

When I send a message using Outlook Express to my own
email address, it arrives in my inbox quickly, but shows
as "Recieved" about 21 minutes before the "Sent" time.
For example: Message Received: 3:49 PM, Sent: 4:10 PM.
(Actually sent with system clock showing 4:10 PM)

How do it do that?

I checked my system clock. It is synchronized to an
internet source and agrees with my atomic clock.
(Whatever!)

Any suggestions?
 
Server time clock off? (Look at the internet header since times are
generally computed.)
