OE - lost Formatting Bar

Hi Marek,

All posted Newsgroup Messages are posted in Plain Text. Therefore, the Toolbar is not shown. If you write a regular E-mail to an individual, you have that Toolbar. Besides, all formatting is stripped from Newsgroups postings anyway. I tried it, myself.
 
I just realized that I dont have a Formatting Bar. In View/Toolbars
Formatting Bar option is greyed out. How to fix it?
