Problem Retaining Email & News Message Plain Text Setting

In the event my original posting was "garbaged up" as a result of being
posted in Rich Text (HTML), I am reposting in Plain Text using a work-around
routine that circumvents the problem I am experiencing.

My original post content was as follows:

Am using Win2k & OE 6

1. My Outlook Express/Tools/Options/Send "Mail Sending Format" and
"News Sending Format" are both set to "Plain Text"

2. But when I prepare to send an email or a newsgroup posting, the
Format drop down on the message panel always shows a dot next to the "Rich
Text (HTML)" instead of "Plain Text".

Unless I reset the Format back to "Plain Text" before sending the new
message/post, my messages are sent in HTML format.

What additional settings, in addition to the main OE Options (No. 1
above) are required to prevent the Send Format mode from automatically
switching to the "Rich Text (HTML)" thus over-riding the OE Option "Plain
Text"setting?

Any suggestion as to how to retain the Plain Text as my default
setting will be appreciated. It shouldn't be necessary to check Format and
reset to Plain Text each time I generate a new email or news posting.

Disregard this posting. Have found that the problem was a result of having
Outlook Express options set up under "Compose" tab with check marks beside
both mail and news for "Stationery". This was resulting in all postings
being made in HTML, even though main Options for both mail & news sending
format specified "Plain Text".

Please excuse duplicate posting re this subject.
