Odd Toner Cart Problem

I use a lot of Canon WX printer carts, mostly remans. From time to
time I get a bad one. Common problems are junk on the page, haze on
the page, light areas, low toner sensor doesn't go off (or goes off
too soon), and so on.

Today I had a new one. Installed a brand new GRC cartridge, sealed in
box. From the very first sheet, the bottom of each page is blank. The
top prints perfectly. It is exactly the bottom one half that is
missing. The print on the top half is perfect.

It's as if I had not pulled the seal tab all the way out (but I did).

Two other clues --

1) The cartridge weighs 115 oz. Normal new carts are supposed to weigh
106 oz, except for the X variety.

2) The cartridge is leaking on the left end.

I replaced the cart with another new one and the new one works fine.
Therefore, the problem was in the cart, not the printer.

I called GRC, but they had never heard of a problem like this. I can't
return the cart for a replacement because I bought it from a
bankruptcy sale, not directly from GRC. I didn't pay a lot for it, so
tossing it in the bin won't send me into receivership. Nevertheless,
I'm very curious. Can anyone suggest what might cause a problem like
this?

Bad print drum? If it doesn't charge properly in a area of the drum, that
area won't attract toner... so you get blank per that area.

The toner cartridge has developer roller contact
or drum contact that is not staying grounded
