Odd issue with a taskbar

I have a PC that is having an odd issue with the task bar. Basically
when I have two IE windows open, they both constantly flash and I am
not able to have one active and just click the other in the ask bar.
I have to click the active window's taskbar button/icon to minimize
it, then I can activitate the second IE window.

I used IE as an example, but it happens with any and all windows. I
simply can't swap between active windows without minimizing first.
And all the windows constantly flash.

Suggestions?? -- I will not be installing TweakUI so don't bother
(this is a public/user machine)

What level of IE do you have. To switch between IE windows in IE7 you click
on the tabs rather than the task (e-mail address removed)> wrote in
message news:[email protected]...

To minimize to the taskbar.
Active window = 1 click.
Inactive window = dbl click
