Odd Folders showing up

What are these strange folders showing up or did I miss
something?

sub "download"
also a long 4a44d6c......

Can i just delete these guys?

don't look like anything that would be used by windows. my guess would be a
third party program uses this.

if they are recreated after they are deleted, you may need to find the
program that is creating those folders
