odd file

Anyone know abut a file named ~ ? Is tilde with no
extension. In editor, appears to be address book. I found
it in root dir of boot drive.

It is the address book. WAB.exe. It's a temporary file that is made at boot or when accessing Microsoft Oulook Express. It comes from an update. And is a bug. Many people it happens on the desktop. Consider yourself lucky it happens to you on the root. For me it happens in C:\Program Files\Common Files\System\Mapi\1033. I just leave it be.
