Odd DLL error message

When trying to do a 'netsh' command of any sort, I receive the following
error message:

The following helper DLL cannot be loaded: WINSMON.DLL

I haven't been able to find any reference to this in MSFT's newsgroups or
searching the web... any insight into this error message?
