ODBC Window does not appear when linking/importing tables

I have Access 2003, Jet 4 sp8, have run the windows and office updates.

Whenever I try to link or import a table the following happens. The open
dialog comes up and after selecting "ODBC Databases" from files of type the
dialog closes and I never get the odbc dialog.

I am also getting error in code when trying to use domcd.transferdatabase
with an odbc connection. I only get this error on my home computer and not
at my work puter.

I found the problem resolution in another thread. It was the Norton
Protection Center. Just disabled the offic plugin and it all works.
