ODBC permissions or rights

We have Win2k advanced servers sp3 with Oracle db's on
them. We are trying to tighten security by restricting
root admin access as much as possible. Currently we have
several users in the local admin group because they need
to be able to make new System DSN ODBC connections.

Is there a way to grant this right so they can be removed
from the local admin. We are able to do this on our Nt 4
servers, but not the Win2k.
