ODBC Connectivity Problem

I am trying to set up a connection on a Windows 2003
Terminal Server. I am using the Microsoft ODBC for
Oracle driver to create a System DSN. Under the
administrator account I create it and the application
works. When I log into Terminal Services as a user or
even a power user the connection will not work. How can
I create a System DSN that all users will be able to use
without granting administrator privileges?

Are you sure it's the ODBC connection, or the program using the DSN? I.e. can a user test the ODBC connection? If it works but the application doesn't, try filemon & regmon from sysinternals.com to see if it's a file permission or registry permissions problem
