Numbers converting to decimal

I a trying to figure out why when I type 11 and
automatically converts it to .11, if I type 11. it will
stay 11,if I change all the cells to text then back to
number they willstay.

I have checked the formatting of the cells, it even
happens when I open a brand new worksheet.

Any ideas?
