Numbering question

In a document sent to me for scanning and placing onto our system, the
following numbering scheme appeared:
Heading 1 = Article One (with "One" spelled out)
Heading 2 = 1.1

Is there a way to set this up leaving the Heading 1 number spelled out and
Heading 2 in regular numbers, as in the document? I can't imagine a document
as long as this one with manual numbering.

Yes, this is easy. In your outline numbered list (see
http://www.shaunakelly.com/word/numbering/OutlineNumbering.html for the
correct way to set it up), choose One, Two, Three numbering for Level 1 and
1, 2, 3 for the rest; the secret is to check the box for "Legal style
numbering" in Levels 2 and below. For an example of how this works, see the
built-in outline list that shows Article I, Section 1.01, etc. (first pane
in the bottom row of the Outline Numbered list gallery).

To modify an existing list in Word 2007: Place the insertion point in a
top-level item of the list. Click the Home tab on the ribbon. In the
Paragraph group, click the Multilevel List button, and then click Define New
Multilevel List. This displays a dialog box similar to the Customize Outline
Numbered List dialog box from Word 97-2003.

Can I do this with Office 2007 Style ? i follow the setting in the website but
i cant found the Outline Numbered Tab setting in FORMAT -> NUMBERING

This answer does not address the problem that we are having. There is no
outline numbering tab in office 2007. Is this a glitch? I thought that it
was just move to another place to confuse us as they did with many other
items.
