numbering in word

Is anyone else having problems with numbering in Office 2007. It keeps going
back to continueing from previous list although I have right clicked on it
and told it to start from 1 and to restart numbering.
 
Instead of using the restart numbering function, you might do better to use
outline numbering (called Multilevel List Numbering in Word 2007) where you
designate a style (whether it's text or a heading) that will have no numbers
in it, but where you have numbered items under that text or heading that
start with 1 each time you use them.
In the "Link level to style" window, select the style of your text or
heading paragraph (the one with no numbering or tabs after the numbers that
aren't there). This style will be Level 1 in your list. Then set up Level 2
starting with 1 and Link it to the style that has the numbers in it. Then
click OK.
It works. You can link numbering levels to styles that do NOT have numbers,
and your lists will start over the way you want.
