Numbering - 2 styles linked to one numbered list?

I work for a law firm, and we have 2 styles linked together.

Heading 1-5 which are bold and appear in the TOC - and Levels 1-5 which
aren't bold and don't appear in the TOC.

We need to be able to mix and match the numbering, eg

1. Heading 1

2. Heading 1

2.1 Level 2

We have linked both styles to the same numbered list - and this works fine
apart from when we try to restart the numbering part way through a document.
It does restart, however the first level always reverts to a Heading 1 so its
not possible to restart Level 1 in a document.

Does anyone have any ideas on a better system we could use? Many thanks

I'm not making any sense about what you're trying to do, here... you mean, you
want the text, but not the numbers to appear in the TOC? And the numbers
shouldn't appear bold when they're next to bold text? Are the numbers used for
anything OTHER than Headings?

restart the numbering - because Level 1 is linked to Heading 1 restarting a
Level 1 number always reverts back to Heading 1. Hope that makes sense? Sorry

Not really. But it's probably due to the way my logic works.

Anyway, you might consider linking Heading 1 to level 2. Assign a "neutral"
style to Level 1 that you can apply before a Heading 1 to force the numbering
restart. This is the "safest" way to ensure numbering restarts.
