ntldr is missing - install of new drive

i'm trying to install a new hard drive. when i turn the
system on after configuring the cmos, i'm getting ntldr is
missing - please reboot. i'm in a loop; i don't know how
to get out of it

You must boot from CD ROM install disk and install Win2k. There is
nothing there on the hard disk yet, right?
