ntldr and ntdetect.com attributes problem, c:\ permissions problem?

I was installing an Arserve SQL client agent on a development machine
running 2000 SP4, and got a permissions error when trying to create
the CA_LIC folder for the license installation. It said I had
inadequate permissions even though I was logged in as administrator
and has full control permission. I attempted to uninstall and
reinstall the client and received an "install shield scripting
runtime" error and installation failed. One of the recommended fixes
for this error was to reinstall Windows. When I did the
reinstallation it errored on copy the ntldr and ntdetect.com files.
When I go into repair mode these files do not show up when I type
attrib. When I try to copy the files over from CD per Windows
recovery instructions, I get an "access denied" error. When I attempt
to do an attrib -s -h -r for ntldr or ntdetect.com I get "The
parameter is not valid". My boot.ini seems correct, and all my other
files appear normal. I can cd to winnt and mkdir test and it allows
me to create a directory, but if I try to create a directory in root I
get an access denied. It appears that I lost administrator
permissions to my root directory. Without that I cannot repair or
reinstall. Can someone please help.

Check the permissions on the root and reset it to Everyone FC (that's why
you can't install 2000). What kind of drives? Would it be possible to
either transplant disks into a different machine with a W2K OS so that you
can change the NTFS permissions?
