nteworkin NTSC FAT problem

Is there a security issue when networking an XP(ntsc) with a XP(fat) machine.
Our Pc's are set with the same sevices, user accounts (he's changes his password), security policies. I cant seem to access my files when we are both connected to the hub mine is the FAT machine. we managed to get it working for about a day, I set up the workgroup then plugged his in and joined.... It was fine until a reboot !!
WHATS GOIN ON ?
 
FAT and FAT32 are non secure filing systems and should not be used if you want to set security controls over your files and folders.

The file system used on a computer's disk (NTFS, FAT, FAT32) has no
effect on whether that computer can access another computer on the
network.

If the other computer runs XP Professional and its disk uses NTFS,
it's possible that it has configured NTFS file permissions to control
