NT4 cannot upgrade to XP pro - high encryption

When installing XP Pro onto NT4 with high encryption SP6a
already applied, XP will not allow upgrade.

You cannot upgrade any of the Windows NT 4.0 Server products
to Windows XP Home or Professional editions.

Thanks. i should be able to install from NT 40
workstation to XP Pro. I have done so successfully
before. This week however I encountered a refusal,
apparently due to high encryption being on the NT
installation. I suspect this is due to IE5. Not sure
how to get around it.
