NT clients SHOULD be getting the policies applied, right?

Got a dumb question: NT4SP6 clients should be getting group policies
applied to them from a win2k3 network, right, as long as the machine or
users is in an OU that has policies? I left from work today scratching my
head about an NT machine that's not getting any policies applied for a test
user that it should have locked down tight with policies, the test user
appears to be having no restrictions whatsoever.

So how do I policy winNT machines in a 2k3 network with AD? Are they still
using the old NT system policies?
