Notification Message when new mail arrive

Gurus!
I hope some one can shed light on how will
I do this!
Here it goes.

I want to override the New message notification pop up.
what I want to hepen is, when a new message arrived
a message will pop up teeling me the sender and subject.
Then it will ask if I want to read it now, delete it
or move it to some other folder or just leave it rigth
there.
Is this possible?
what I have started is that I can diplay the sender name
and subject but MS outook always ask me if I allow
a certain program to read on my contacts or not.
How can I bypass this for the duration of my program?
