I dont see the notification when new messages arrive

I have outlook 2003 on XP. I set the email options to show a notification
message when new messages arrive but it does not work.

See if this helps: right-click the Taskbar's Notification Area and choose
Customize Notifications. Slide down until you see "You have new unopened
items". Change the behavior to "Always show". Click OK, then OK.
 
Thank you Brian, I did tried, however the menu doesnt have the "You have new
unopened items" option. Any other suggestion will be appreciated!

Once I choose the Customize Notification the option "You
have new unopened items" is not there.
