Nothing will launch from icons

Windows XP Pro machine. Symantec corporate caught BugBear
and Klez. As a safe guard, I ran Symantec's removal
tools. Now nothing will launch after re-boot. System just
seems to hang with an hourglass. I can boot it in safe
mode, and all programs work fine, but nothing in normal
mode. It even hangs when executing the "Start" command.
Help?
