The both horizontal and vertical rules on my word blank page are incorrect. I
have tried all the methods in the help section and none of them correct the
problem. I can change the page length, but the horizontl ruler is still not
correct. I even tried to use system restore and alls it did was replace the
missing horizontal ruler, however it is still not reading correctly. Also
tried to run a repair and reinstall fix but still have the same problem. My
vertical ruler starts befor 1 and then there is another 1 and ends at 7.25.

Everything sounds to be as it should.

The dark gray ends of the ruler indicate the space between the current
margins & the edge of the page. The white section of the ruler indicates the
'printable' area of the page. If your paper size is 8.5" wide and you have
default margin left & right margins of 1.25" each, your horizontal ruler is
telling you exactly that - 1.25" dk gray on the left + 6" white area + 1.25"
dk gray on the right = 8.5" total. The vertical ruler works the same way.
What may be confusing is that each segment of the rule is independently
measured.
