Nothing but meaningles symbols on icons,etc after power failure

XP Home.

When power failed, My APS shutdown computer and it looked ok. But after
booting, I have nothing but meaningless symbols on icons,clock,and
everywhere except within programmed windows. Programs icons are ok and
I can open the program. It`s as if a character generator had failed.
I booted to safe mode and managed to use yesterdays restore point, but
that didn`t help.
I would appreciate any help. This is a new one on me.
Several reboots did not solve the problem so I`m going to leave it off
for awhile.
I have another cpr next to the one with a problem but it`s running W98.

I use Forte`s Agent for a news reader. When I open a version, the title
bars, and all external text is in symbols. But inside Agent, the
headers, etc, are as I had set them and readable.

When I reboot, XP wants to send an error msg to MS,saying that SSSvr.exe
has a problem. ???

I have no AV to run from a floppy. I can`t run AV from the programs
installed on the computer because I can`t read the gibberish.
