It isn't at all clear what you are asking, but I'll take a guess.
Are you talking about a file that you receive as an E-mail attachment?
Are you trying to open it in Notepad, and it makes no sense?
To open any file, whether you get it as an attachment or any other
way, you need to have the appropriate program installed. Computers
don't come with every possible program installed, and none of can open
every possible file we receive unless we are willing to install the
appropriate software to do so. My guess is that you are tying to use
Notepad to open a file for which it's not appropriate.
If I'm right that this is an E-mail attachment, please tell us what
the file's extension (the characters at the end of its name, after the
dot) is. That will tell us what kind of file it is, and we can tell
you what program you need to open it.
Or if my guess is wrong, and this is not an E-mail attachment, then
please clarify what you're asking.

retrieve a bill from my electric company. It only opens in notepaid, and
gives no option to open in adobe reader. in other emails, notepad won't open
at all

To get the proper help...you need to state WHAT FORMAT the document is in.
just for example , if your electic bill come in .pdf format
you will need either Acrobat Reader or Foxit.
They are both free downloads...and I suggest Foxit as it's less bloated

Karen, please give us more information.
What is "it?" An e-mail attachment? If so, make sure you're not hiding
file extensions:
Open Windows Explorer (or double-click your My Computer icon). Then,
Tools | Folder Options... | View
Uncheck the box next to "Hide extensions for known file types." Then
click on the "Apply to All Folders" button. Then click "OK."
Save the attachment. What is the extension? The three letter extension
after the "." will let you know what kind of file it is.

Or maybe he wants his posts to be stuck in peoples' newsreader for six
