Received emails in .txt form

Some emails come in in a .txt format. Usually from the same senders. In
checking my file extensions, I find that .txt files are supposed to open with
Notepad. They do open, but in a very garbled view of letters and jibberish.
Pictures, if sent are just a big block of letters. Is there a way that I
can decipher or read these messages or is this a sender issue as to how he is
sending the emails?
 
Not enough info to give an answer, what programs are you using to read it,
what programs is he using to send it, what settings is he using, what
settings are you using?
if someone sent a pic but used send e-mail attachments as inline text, then
you would not be able to view the pic, not knowing what program the sender
used I can't offer a suggestion.

if you have settings to not allow HTML graphics, you will only see them as
blocks of babblygook.
often embedded HTML code will appear as blocks of babblygook if HTML
graphics are blocked.

or a multipart MIME will show as garbage if only one of the parts are sent.

Any email program should have no problem opening txt emails by default,
since that is the standard way to send email.
